Title VI of the Civil Rights Act of 1964 states that '[n]o person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.' Recipients and sub-recipients of federal contracts, including states, municipalities, corporations, educational institutions, and nonprofit entities, are subject to financial damages and/or injunctive relief if they discriminate on the basis of race, ethnicity, or national origin, and activities as varied as school admissions, environmental pollution, and public transportation routing, are subject to Title VI. This topic will help persons responsible for administering programs for entities that receive federal assistance understand the purpose of Title VI, the activities covered by Title VI, the agency and private enforcement procedures for Title VI, and best practices for complying with Title VI. This material is critical for program managers for entities that receive federal financial assistance so they can ensure their programs meet Title VI requirements.

  • One of the nation’s leading civil rights lawyers
  • Has served as the chief counsel and senior deputy director for the Lawyers' Committee for Civil Rights under Law where he is responsible for managing the Committee's efforts to seek racial justice
  • Oversees the Committee’s litigation including most of the Committee's legal units including Criminal Justice, Digital Justice, Economic Justice, Educational Opportunities, Fair Housing and Community Development, North Carolina Regional Office, and Special Litigation and Advocacy and Voting Rights
  • Supervises the Pro Bono Director and the Managing Attorneys of the Regional Office in North Carolina
  • Appeared before the United States Supreme Court and dozens of federal and state courts and has litigated many of the most important recent civil rights cases
  • Has litigated matters involving Title VI of the Civil Rights Act of 1964 and also participated in the filing of Title VI administrative complaints
  • Has testified before Congress and state legislatures on several occasions
  • Has served as an adjunct professor at Georgetown University Law Center
  • In 2017, received a Trial Lawyer of the Year award from Public Justice
  • Prior to joining the Lawyers' Committee in 2003, served as senior trial attorney in the Voting Section of the Civil Rights Division at the U.S. Department of Justice from 1997-2003
  • From 1993-1996, was a litigation associate in the Los Angeles office of Dewey Ballantine LLP
  • Law degree, University of California at Los Angeles; undergraduate degree, University of California at Berkeley
