  • Former Federal prosecutor with more than 25 years of advising government contractors on compliance with Federal law, and defending government contractors accused of criminal or fraudulent conduct
  • Has been lead counsel in more than 30 jury trials and hundreds of criminal, civil, administrative and arbitration hearings; has also presented oral arguments on eight appeals before Federal and the District of Columbia Court of Appeals
  • In addition to his practice with Dentons, Mr. Horan currently serves as General Counsel and an ex officio Board member to NCMA
  • Serves as an American Bar Association associate editor of the Public Contract Law Journal, the ABA's scholarly journal for the examination of government contracting legal issues
  • Written more than 60 articles, including a monthly column, Legal Forum, in Contract Management magazine, the flagship publication of the National Contract Management Association ("NCMA"), a national professional association of government and commercial contract managers and procurement professionals
