Most organizations launch into initiatives and programs to comply with rapidly proliferating laws in technology-centric areas like data privacy and cybersecurity without first acquiring a firm understanding of what data goes with which systems--and how. They see the project of documenting technical reality as an overwhelming and impossible task, especially given the rapid changes in constantly evolving information technology, but recognize that at some fundamental level, constructing policies and procedures to apply to a poorly understood IT environment is begging for implementation problems.
