In general, there are two types of dispute resolution forums available to a disappointed bidder wishing to file a bid protest on a state or local construction project: (1) an administrative agency specifically designated by regulation or statute to hear bid protests; and, (2) where there is no administrative tribunal established to hear bid protests, a state or federal court for mandamus, injunction, or declaratory relief.
