On the Horizon in Washington, D.C.: The Universal Paid Leave Act

 
On October 6, 2015, D.C. Council members David Grosso and Elissa Silverman co-introduced the Universal Paid Leave Act, a bill that would tax D.C. employers in order to fund an expanded paid leave program. As of August 2016, the bill is under Council review. The Council’s Committee on the Whole held three hearings over the winter. In February, prior to the last of those hearings, Chairman Mendelson presented a discussion draft of the bill, which scaled back some of the provisions in order to cut costs, but maintained the basic model. In March, Mayor Muriel Bowser expressed her view that D.C. proceed cautiously with any new paid leave program. In her State of the District address, the Mayor announced that a task force would study paid family leave for six months and then provide its recommendations on what D.C. can do “to stay competitive and continue to prosper.” … The Mayor explained that members of the task force would “come together to make sure we are creating a worker and business friendly environment in which we maintain our regional competitiveness.”
