Mandatory and Supplemental Bidder Responsibility Criteria, RCW 39.04.350

 
The requirements of RCW 39.04.350 can be divided into two groups: 1. Mandatory Criteria, and 2: Supplemental Criteria. The Mandatory Criteria deal with basic licensing and tax registration issues and with a few important exceptions are generally straight forward and self explanatory. The Supplemental Criteria are not well defined and are subject to significant interpretation. The statute provides a basic framework to be followed for enforcing mandatory and supplemental criteria but also requires significant detail from the bidding documents.
