“As a general rule in Ohio, a separate document known as a ‘comprehensive plan’ is not required to be adopted by local governments in order to promulgate and enforce planning and zoning regulations. However, certain charters and ordinances of municipal corporations (cities and villages) in Ohio may require a comprehensive plan to be adopted and periodically updated to serve as a basis for local planning and zoning regulations.”

Many municipal charters require annual or other periodic updates of the comprehensive plan. A necessary corollary to the update of comprehensive plans should be amendments to the zoning regulations and zoning map to further the policies set forth in the updated comprehensive plan. Not only should it be the responsibility of the local government officials to reconsider and update comprehensive plans, but it should also be the responsibility of land owners and developers to inform local government officials of needed land use policy changes on a periodic basis.”
