What About Planning for Families With Children With Disabilities?

Special needs planning is often impacted by both state and federal law. Most states have implemented their own rules and regulations, particularly with regard to qualification for Medicaid benefits. When military families relocate from installation to installation, from one state to another, or relocate to a foreign assignment, issues can arise. It is important to address these issues in ways that will minimize the impact on the military family. This white paper reviews some of those issues and discusses possible solutions.

Jerry E. Shiles is the managing member of the Oklahoma City law firm of Parman & Easterday, LLP, with offices in Tulsa and Enid, Oklahoma; Kansas City, Missouri; and Overland Park, Kansas. His practice is concentrated in the areas of elder law and medicaid, estate planning, probate and trust administration. For the past 30 years, he has lectured extensively to professional groups in the United States, Europe and Japan. Mr. Shiles has published numerous articles and treatises. He is a co-author of the Oklahoma Bar Association’s Family Law Section Practice Manual and co-author of the book Estate Planning Basics: A Crash Course in Safeguarding Your Legacy, published in 2007. Mr. Shiles earned his B.S. degree from the University of Nevada, Las Vegas; his J.D. degree, with honors, from the University of Utah; his LL.M. degree from The Judge Advocate General’s School-Army, University of Virginia; a certificate in German from the University of Connecticut; and a master’s degree in strategic planning from the U.S. Army War College. He is a member of the Oklahoma County, Oklahoma, Nevada and District of Columbia Bar Associations; the National Academy of Elder Law Attorneys; the American Academy of Estate Planning Attorneys; the Oklahoma City Tax Lawyers Association; the Planned Giving Council of Oklahoma; and the American Bar Association. Mr. Shiles is the recipient of the IRS Certificate of Recognition, Department of Defense Distinguished Civilian Service Award and Legion of Merit, and ABA Distinguished Service Award. He is listed in Who’s Who in the Leadership of the United States, Who’s Who of American Lawyers, Who’s Who of Executives and Professionals and the Martindale-Hubbell Bar Register of Pre-Eminent Lawyers.
