OSHA Policy on Incentive and Discipline Programs

 
Why are incentive programs a hot topic to be discussed, aside from being a proactive way to encourage safe behaviors in the workplace? The reason is simple - incentive (and discipline) programs are under increased critical scrutiny from OSHA. OSHA released policy document on March 12, 2012 concerning these issues and whether they relate to underreporting of injuries/illnesses. The policy document was linked to multi-year Recordkeeping National Emphasis Program – and discovered over 50% of audited employers had underreporting of injuries/illnesses. But the GAO report, which examined multiple studies that assessed effectiveness of safety incentive programs, the two that looked at incentive programs and injuries/illnesses reporting found no correlation. The OSHA Memorandum to all Regional Administrators on March 12, 2012 directs close scrutiny of incentive/discipline programs as “whistleblower” issue was in response to GAO report..
