The Fair Debt Collection Practices Act (FDCPA) was enacted by Congress in 1977 to satisfy Congressional findings that there is clear evidence of poor debt collection practices by debt collectors which was contributing to bankruptcy increases and a loss of jobs, among other things. This video reviews definitions of the FDCPA and discusses what being a debt collector does not include.
