A-133 Audit - Compliance Requirements and Audit Reports

 
With compliance requirements, Auditors should be aware of the unique characteristics of the compliance auditing environment. Management is responsible for the entity’s compliance with compliance requirements. Circular A-133 requires that the auditor determine whether the entity has complied with laws, regulations, and provisions of contracts or grant agreements that may have a direct and material effect on its financial statement amounts and on each major federal program.

In this video our speaker, Rob Leslie, CPA, reviews the compliance requirements as well as discusses audit reports. Government Auditing Standards and OMB Circular A-133 broaden the auditors' responsibility to include reporting not only on an entity’s financial statements but also on its internal controls and its compliance with laws, regulations, and the provisions of contracts or grant agreements. This should also include an opinion (or disclaimer of opinion) as to whether the auditee complied with laws, regulations, and the provisions of contracts or grant agreements that could have a direct and material effect on each major program.

Rob Leslie, CPA is a partner with Eide Bailly LLP. His area of practice has been solely in the area of providing professional services to nonprofit organizations, including financial statement audits and those with OMB Circular A-133 requirements. Mr. Leslie is a national AICPA CPE instructor and teaches numerous courses in nonprofit auditing, management, fraud and various new developments.
