Understanding New Jersey Public Contracts and Procurement Laws

 

Gain an understanding of the complex and varying purchasing laws of the State of New Jersey.

This topic will be of benefit to private parties seeking contracts with governmental agencies and to governmental agencies involved in negotiating contracts and soliciting bids from the public. It will review the complex and varying purchasing laws of the State of New Jersey applicable to State and local government. This is essential information for parties involved in the procurement and preparation of contracts between private parties and State and local governmental agencies. Information will enable bidders to understand the different laws governing municipalities and counties, county colleges, State colleges, and particular State agencies. The content will describe the manner in which contracts may be made with governmental agencies. We will review when bidding is required and how to solicit proposals.
Learn about common mistakes in preparing bid specifications as well as common bases for bidder disqualification. The topic will review the standards for an award of a contract to bidders, various qualifications that bidders must satisfy in order to be eligible to bid and to enter into a contract with a governmental agency. There will be a brief review of other relevant laws, such as New Jersey Pay-to-Play laws applicable to State and local government contracts. In addition, the topic will provide insights into specific issues related to construction, professional services, and solar contracts, that government entities may want to address before soliciting bids or proposals.
