In wake of the Great Recession, Congress passed the Credit Card Accountability Responsibility Disclosure Act of 2009 (the CARD Act). Although a relatively quiet piece of legislation, the CARD Act is one of the most influential consumer finance laws enacted by Congress in the 21st Century. Through its designed purpose to strengthen cardholder protections, this legislation expanded existing consumer safeguards under the Truth in Lending Act (TILA). With a recent bevy of publications, the Consumer Financial Protection Bureau (CFPB) has placed cardholder protections in their regulatory crosshairs.
