Medicaid and Elder Law in Kentucky: The Future of Long Term Care

 
According to the National Clearinghouse for Long Term Care Information,1 long term care consists of supports and services to meet health of personal care needs over an extended period of time. Primarily non-skilled personal care is assistance with an individual’s activities of daily living (ADL’s) which are bathing, dressing, feeding, continence, transferring, toileting.

Another category is Independent activities of daily living (IADL’s) such as using a telephone in emergency, fixing meals and cleaning up afterward, housework and taking medications.2 The primary goal of Long Term Care (hereinafter “LTC”) is to maximize independence and functioning when one’s health keeps him/her from being fully independent. There are 77 million “boomers” approaching the age when LTC becomes a very real concern. They are “generally well educated and more financially secure than their parents and willing to demand a wide array of services to meet their needs.”3 “The current financing mechanisms for long-term care will not be sustainable in decades to come.”4
