In the definition provided in the IBC, the purpose of the building code is to establish the minimum requirements necessary to ensure public health, safety and general welfare through structural strength, means of egress, stability, sanitation, adequate light and ventilation, energy conservation, and safety to life and property from fire and other hazards. However, these minimum requirements can lead to conflicts and confusion between differing building codes, contract specifications and significant differences in the directives of the owner, architect and engineer. In addition, these conflicts lead to questions on who is responsible when a code violation occurs. The following will discuss these issues in greater detail.”
