His Forensic Architecture experience includes premise safety in determining the cause and origin of construction defects and/or construction phase disputes and has assisted clients in their resolution. This makes him uniquely qualified to analyze projects in relation to Contracting, Design, Construction Documents, Construction Administration, As-Built Drawings and Change Orders; to detect errors and omissions, if any; to interpret findings of other expert witnesses; and to determine if work met its professional Standard of Care.
His Facility Condition Assessment experience has assisted organizations in knowing what is in their portfolio and the condition of that facility (specializing in life cycle cost analysis, accessibility consulting, ADA compliance, and Fair Housing Act compliance) to gain visibility into the appropriate level of capital funding and to prioritize the funding to align with the organization’s mission and goals.
During his tenure at URS Baton Rouge office he was a Team Leader, Principal Architect, Certified URS Project Manager, Program Manager and a FEMA Task Order Manager. Most recently Neal was responsible for growth and development of a $32 million dollar Facilities Business Line of the Mountain South Central Group comprising Utah, Colorado, Arizona, New Mexico, Oklahoma, Texas, Louisiana, Arkansas, Mississippi and Alabama.
